Pretty rational? Arresting Tyrion without solid evidence and taking him into custody? Letting Jaime go for the shadow of a possibility?
Yes. You seem to confuse taking calculated risks with irrationality.

Tyrion: She tried to not be seen. She wanted Tyrion to go on his way, but once he had seen her, she thought she would be captured or dead in a ditch soon if she did nothing, after all he is the prime suspect in the Bran murder attempt, and Ned asked for her to mobilise the North because the Lannisters are apparently plotting usurpation and civil war, and Tyrion is a Lannister. The reasoning is solid and sound.

Jaime: Yes, she took a risk while understanding the odds. It's a rational move. And it was the best chance to ever see her girls, too.

(As for the "not a shred of justice", Tyrion is a suspect in one murder, one murder attempt, and a conspiracy to kill the king, and Catelyn had the intention to present him before the king for trial. She did not want insane Lysa to take over.)

Too much is made of this "emotional" thing. It's always lobbed at the females the typical male doesn't like to read about, to carry some connotation of stupidity and hysteria... Well, if Cat is so "emotional", then I submit that the following characters, among others, should stay in the kitchen first, because they are way more "emotional":

  • Robb: Went to war because of anger, got crowned because of pride, did not stop fighting when he had lost because of pride, fucked up his alliance because of lust and shame, stopped listening to Grey Wind because of resentment
  • Ned: anguishes over a promise he made 15 years past, goes South because he loves Robert, spills his plans to Cersei because of pity, resigns as hand in a fit of anger over Dany (also did that after taking KL), decides to claim he is a traitor because he loves Sansa
  • Tyrion: Kills his own father in anger, and Shae, threatens to geld the king, swears he'll be back to burn the Vale to the ground, repeatedly deceives himself that Shae is not just doing her job, threatens Tommen over Alayaya
  • Arya: attacks the royal heir in a fit of anger, wastes chances to end the war for petty revenge, almost kills hot pie in hysteria, almost suicides at the Twins, generally kills people on impulse
  • ...

As I see it, when other people get "emotional", what they do is not even thought about and screws them royally, yet when Catelyn gets "emotional", she makes plans and kept her eye on her goal. Had Catelyn been Tyrion, she would have murdered Jaime in his cell, had she been Ned, she would have told Tyrion that she intended to rouse the North, then went on her way, only to be ambushed, have her guards killed and be thrown in prison.
