He means Jon also dreamt of being powerful and lordly and above people sometimes. Which will later be revealed he actually did.He might be suspecting Aegon is a BF though.This. Tyrion assumes (correctly to a point) that Jon is downtrodden too. That is what he meant by it. Tyrion has not a clue about Jon's parentage.
