I'm not completely convinced that Arya is the Waif's target right now. I think the promise that the Waif got from Jaqen was that if Arya didn't kill the actress, then she would get to. Then once the Waif kills Lady Crane, the younger actress takes her role. Arya then takes the role of Sansa in the play and travels with them.
