The houses that ruled over there respective region were more in touch with it. The Lannisters lived in the Westerlands and they knew the Westerlands, they had thousands of years rep with the Westerlands, the Targaryens live on DS or in KL, they can't possibly know the Westerlands or the people in it. Same for the other regions. Are the Starks, Lannisters, Arryns, etc. the same as the people they rule over? It means that the top dog of the region is King rather than Lord Paramount and that this top dog don't have to worry about a bigger dog watching him. With only two passes through the Red Mountains to guard and winter coming, they would be able to defend their territory pretty easily. More international wars respecting the morals and ending in a favorable peace. More men for the Nights Watch. Better government for each independent kingdom.. Mostly good stuff.
