He thought he could save them by confessing, so he made the logical choice. Also interesting is the question why Ned didn't get a full trial, while even Tyrion got one. She had the witnesses, evidence, and motivation to put together a strong case, considering Tyrion's innocence. That wasn't the case with Ned. He accepted a plea bargain whereby he would tak the black rather than be executed. Of course, the prosecutor coerced him into by threatening the life of his daughter.
