Problem is that none of them presently control any of the land they own, so they can't tax it. That's why they're all desperately poor and hoping to get some land in the North. The vassals who provide troops to their liege are responsible for paying them, not their liege lord. The liege is not obligated to pay his bannermen for providing the troops, as it is part of their social contract to provide troops to their liege in return for protection and the right to own the land, but they often would compensate their vassals in other ways, especially if the bannermen were provided for non-defensive reasons.
