Why no Westerosi conquest of Free cities?

What about the war of the ninepenny kings?

 

ninepenny kings were no established force in the Essos, they were no more than a group of rebellion bandits made up of Essos sellsword rebels and Westero exiles, they were fighting established force in both Essos and Westero

The Ninepenny Kings had conquered Tyrosh, the Disputed Lands, and the Stepstones before Westeros got involved. They held Tyrosh for some number of years (we don't know how many, except that it's plural) before Westeros got involved, and at least six years after. That's certainly more than a group of rebellious bandits.

The Ninepenny Kings force were based on the golden company (at least part of golden company) and other force made of men from both Westero and Essos, they did not conquer all of the free cities, only disputed land and "secure" Tyrosh for certain years, but whatever you can not call The Ninepenny Kings a westero force, and they were not established Essos force either hence they were a group of rebel and outcasts.

Shall we comparing it to the war Essos won ? First men conquered entire Westero Andals conquered entire Westero except the North, then Targaryns conquered entire Westero except Dorne, tell me which vicotry Westero won over Essos could remotely comparing to that?
