Wikipedia says this, "The term ultima Thule in medieval geographies denotes any distant place located beyond the "borders of the known world". So anything could be on Ulthos; George hasn't imagined that place yet but as a medieval historian couldn't resist putting his own "ultima thule" on Planetos. I believe the purpose is to say: the World doesn't end with the Wall north of Westeros, and Vaes Dothrak, east of Essos, but continues beyond what anyone has mapped. I imagine jungles, but darker and still less wholesome than Sothoryos. It is close to the Shadow. Not as lifeless, but corrupted by it too, I guess.
