Either way, he's still Lord Rickard Stark's grandson. He was raised as a son at Winterfell by Ned. Actually, as soon as anybody believes that he's Lyanna's son, it is likely that the jump to believing him to be Rhaegar's son will happen shortly, if not immediately, thereafter.
