Back to the OP's point, according to Varys in the dungeon with Ned there was no way Robery was coming back from that hunt after Ned threatened her. You forgot the first step of the plan. As LF told Ned after Robert's initial quarry, a white hart, was found eaten by wolves somebody told Robert about a monsterous boar deep in the forest. How much do you want to bet that was Lancel or Tyrek?

Actually, Cersei pre-King Joffrey wasn't that stupid at all.

She was. We just didn't have insight into her thoughts as proof. In ACOK, there are quite a few times where Tyrion laughs at himself about some of Cersei's plans being not very well thought out. Her son dieing does make her more paranoid and exacerbate the situation.

Wrong, wrong, wrong.

Cersei Lannister manipulated Robert over and over again, she turned the entire court and even KL into a pro-Lannister and corrupt society. Not Tywin, Cersei did this. The reason why the Lannisters were so strong when Ned came to KL was because of her.

That is also part of her downfall. She has tried puttin all power into hands of Lannisters, trying to refuse any power to Tyrells or anybody else when possible, that everyone has come to resent the Lannisters. If she were more wise, she would understand the concept of throwing other people a bone every once in a while. If you give them nothing, they will side with those who will. Tywin got the Tyrells on their side which saved the Lannisters' asses (nobody else was riding to their aid). Once he was gone, Cersie did everything to isolate the Tyrells and create division.

Cercie had two lucky breaks save her

1- Littlefinger (perfect timing) has Lysa arrange for the imed poisoning of Jon Arryn AFTER he confronted Cercie and before he could tell Robert.

2- The Deamwine Lance kept giving Robert happened to be enough to slow Robert so the boar could kill him and he died after Ned got a confession from Cercei but before Ned could tell him.

Cercei has had some really unrealistic plot armor, just like Dany and Tyrion.
