Is the weeper better off north or south of the wall?

Ok- not really seen this one discussed. Jon sends an envoy with terms unknown to the weeper- the Weeper responds by gouging their eyes out. Is this a man unable to set aside his hatred of the NW despite facing immediate annihilation by the Others?

If allowed south of the wall, Is this man likely to serve on the wall against the others, or murder the NW'men? Is he going to simply plunder the NW food supplies? Or ride south to steal food and pay nothing in return but the iron price?

On the flip side, if not allowed past, he will attack the wall in any case, which would force wildling to fight wildling with questionable results in terms of the loyalty of those garrisoned on the south side of the wall. Would it be better to gave the Weeper safe passage through rather than waste pitting man against man when hundreds of thousands of wights are massing north of the wall? He will only attack as a wight if he doesn't as a human, or, do you believe that the wights cannot pass the wall due to magic/their clumsy agility and that if he was a wight, he would actually pose less of a threat than as a man, so long as the wall stands- so the best solution would be to ensure he stays on the other side where he cant do much harm and cannot dwindle the food supplies?

Its a tough one and no mistake! What would you do?

Edit- the question is not from his perspective before anyone makes the obvious point! Obviously for the Weeper, he is better off south of the wall- this is from the perspective of the Lord Commander of the Nights Watch, and from the perspective of the greater good of man.

Rangers + Stannis' / Queen's men should be able to take him out before he could launch an attack on the Wall, thereby avoiding such a tensed situation. You only need to drive them back one more time and maybe kill the Weeper himself, and his (former) followers will gladly accept the terms of surrender and passage.

Or maybe him and his men are all wights already.

Yes, but the problem is, there are few rangers alive and Stannis' men are fighting near Winterfell - there are no men left to fight him in battle.

If possible, the conditions should be outlined to his chieftains instead of the Weeper himself and should be "Bring us the Weeper's head and we'll let you through".

All and all, it might be best if the Watch (or what remains of it) face the Weeper and his men as wights instead of living men: the wildlings manning the Wall will fight them, while a peace deal with a live Weeper seems unlikely.

The Weeper will concentrate all his strength on the Bridge of Skulls. There superior numbers will overcome the Nightswatch and they will end up taking The Shawdow Tower. From there they could go anywhere. The Weeper and most of the wildlings are battle hardened and more than capable of marching through the snow.

Due to his severe allergies, I believe he would be best off in a dryer climate like the Red Waste.

Seriously though, I don't know where he is going to show up next: Bridge of Skulls, Eastwatch, Hardhome...my guess is he's hanging close to Castle Black though due to the three eyeless heads outside the gates.
