Nezi0
Can't remember if the books mentioned this. Kings Landing? due to it being the capital and every skilled artisan moves there. Oldtown? With a smithing culture dating back thousands of years, or the Westerland, being filthy rich and heavily involved in mining.
Floki of the Ironborn
Presumably either the Westerlands or the Reach. Given that they're the wealthiest regions of Westeros and can thus afford the better smiths and all the costs that come along with smithing. Fire Eater
WOIAF notes " There are many fine metalworkers amongst the ironborn, as might be expected; the forges of Lordsport produce swords, axes, ringmail, and plate second to none." However, I would also take into account the Qohorik smiths in KL and likely Oldtown and Lannisport with the Qohorik having the reputation of being the best smiths in Essos with their work being superior to even the best castle-forged steel in Westeros. Ser Tristan Flowers
Castle Black, duh. I would probably choose KL for elite equipment since it should have the most variety, the westerlands if you´re a common soldier.

Damp Hair - The Prophet
Gendry better forge something epic before the end. Some armor, helm, & hammer that he wears into battle. also,> Qohoricks, Goodbrothers, & Tobo Mott.

Ashur
Tobho Mott is the man. He forged Oathkeeper and Widow's Wail from Ice. Maybe the only smith able to re-forge a valyrian steel sword in all Westeros. I kind of remembet that they also have very skilled smiths in Oldtown. But, what do they lack in Oldtown? They have very good everything.
