I think the good horseman thing comes from when Harwin chased Arya down when he had a slower horse.

Arya was a 10-11 year-old girl who hadn't ridden in many months. That's hardly the proof that Harwin was a _great_ horseman, just that he was competent.

ASOS pg. 235:

Both horses wre lathered and flagging by the time he came up beside her, reached over, adn grabbed her birdle. Arya was breathing hard herself then. She knew the fight was done. "You ride like a northman, milady," Harwin said when he'd drawn them to a halt. "Your aunt was the same. Lady Lyanna. But my father was master of horse, remember."

I'm not sure what the debate was about though...

Harwin was a great horseman, he was no great jouster.

Claiming that Harwin is no "great jouster" is different from your previous claim to support your argument that he is a "poor jouster".

Also, no one, including Jaime, ever said that riding skill _alone_ determines how good a jouster one is.

So, as Lyanna didn't necessarily have to be a great jouster to defeat three knights who may well have been no more than about average jousters, Harwin probably being no great jouster despite probably being an excellent rider is not terrible significant. At least not as long as he wasn't actually a poor jouster which would indeed have put Jaime's judgement into some doubt.

Arya and Harwin were both outdistancing all the other pursuers so it's not unreasonable to suspect that Harwin was closer to an excellent rider than to a merely competent one.

IIRC the other pursuers were a motley crowd, though, most of whom couldn't be expected to ride well.

Harwin was defeated by a knight of the Kingsguard. Trant may well be an average jouster, but there's also the fact that we know that average jousters can beat great knights on any given day (see Jorah, remarks from Barristan). One joust simply doesn't tell us how good Harwin is or isn't.

It's entirely possible that he was one of Winterfell's best jousters, and just fared badly. It's also entirely possible that the KoLT was a mediocre jouster, but was able to rise to the occasion to beat three knights who were, basically, unknown quantities.

We would need only one of the other pursuers who were left behind to be able to ride well for Harwin and Arya to be more than just competent riders, though.

Anyway, Harwin praising Arya's riding skill but pointing out that his father was master of horse clearly suggests that Arya is a good rider at the least and that Harwin is even better. His remarks wouldn't make much sense otherwise.
