GRRM seemed to have several different plans for Kevan. First he was supposed to be captured by the Brotherhood, and then die at the Rock. Him being killed by Varys bas definitely the best choice, though.

GRRM said that Tyrion and Dany will be separated for “most of the book”, so I think it’s safe to say that she will return to Meereen with the Dothraki before going to Westeros.

Apparently, GRRM has written 1100 manuscript pages as of now. In current circumstances, that is good news.

Not really, since there is a lot we still don't know about them. There is a theory that:
SpoilerThe song Daemon sings to Vermithor in HotD is part of a ritual for true dragon bonding and the real meaning of "The Dragon has three heads".
I know that this is from the show, but since GRRM was deeply involved, it might be true for the book canon as well.

But if they aren’t ready to make that move, then the only conclusion must be that Winds is a mess, with several arcs being incomplete. Or am I missing something?

But again, if GRRM has written around 1200 or so manuscript pages, why can’t he publish at least some of it? I know that he writes non-linearly, but it did somehow work with Feast and Dance. Can’t he do something similar with Winds?
