It very much does because unlike Catelyn Victarion is a highly trained warrior with lots of experience with the finger dance who at time of his action was also well-fed, well-rested and well-prepared as well as clad in full armour. In other words: wear light armour, physically exhaust him by moving around him but staying out of his reach, and mentally exhaust him by hurling insults and jibes at him, especially concerning Rhaegar and Lyanna, and wait for the right moment to finish him off.
