"Ice and Fire" obviously can be interpretted multiple different ways. Rhaeghar might have thought "Fire" means he will ride a dragon, while "Ice" means he'll do so during a long winter, perhaps fight those legendary "Others."

The Stark words aren't "Ice to the Bone." They are "Winter is Coming." The connections between House Stark and "Ice" are ancillary, unlike the Targaryens whose very words are "Fire and Blood."
