It just has some stupid guys believe Cersei could take the head of Ser Harys - that is not the same (Cersei might be able to do that without being Regent as she is still Lady of Casterly Rock and may wield some influence behind the scenes). Yes, it clearly is the same. Cersei wouldn't be able to take his head if she didn't regain the Regency. As a member of the small council, Harys wouldn't be answering to the Queen Mother, but to the Queen Regent he would. Even liege lords can't kill their bannermen if they're members of the small council without undermining the authority of the Crown. Except GRRM didn't publish that Jon chapter online, Do you really think they would throw Doran's niece into a cell? That would be a really stupid idea as it would be asking for war with Dorne, turning an ally into an enemy, and giving Aegon another supporter. Also, Myrcella would be there to corroborate the story, and there would be a letter in Pycelle's chambers with Doran stating Nymeria would come to assume her seat.
