Quick question: What constitutes as being mentioned?

Does it have to be written about or do they actually need to be mentioned by a character in speech form?

Being mentioned by a character, being described in thought or memory, or being seen in a dream or a look into the past (Bran's in ADWD).

Alright thank you for the answer. I was a little confused because the wiki said that Talbert Serry wasn't mentioned in ADWD while he was recalled by Victarion, seems like a slip up.

That was a mistake. It has been fixed by @Thomaerys Velaryon :)
