From context, this appears to be a religious festival honoring The Maiden, the celebration of which seems to involve virgin girls in some capacity. I believe that Tyrion mentions the passing of the new year in one of his chapters but I do not remember a celebration as such. Honestly those are the only two I can think of going from memory.
