The three hundred year dynasty brought about the ending of Houses Hoare and Durandon.  The Ironborn were an unstoppable force who would have expanded their territory if it had not been for the Targaryens.  The dance was the only really dark period during their reign.  House Targaryen was a blessing.

The ruling classes never want progress, in any world.  However, magic gives them the ability to tip the scales more decisively against progress than it did in our world, hence why Westeros has barely changed in thousands of years.
