He should have approached Ned and Robert and offered them a pardon for their support. Ned and Robert were never going to accept after Rhaegar's apparent kidnapping of Lyanna and Aerys' murders of Rickard and Brandon and him ordering their deaths. Things had already went way too far, they had no reason to trust Rhaegar, and Rhaegar just couldn't make up for what he and his father had done to them. Plus Rhaegar couldn't risk a civil war between his and his father's partisans, and the rebels at the same time. Kal-L

They already know aerys is mad and its him who killed the starks..he can promise them justice after he replaces aerys. With their support its the formidable rebel alliance plus the loyalists will be torn between those who do support aerys and those who still want to replace him with rhaegar! Doubtful to happen with Lyanna being pregnant, and her health having not been good enough for her to survive after giving birth to Jon. Plus Robert and Ned would have wanted her back, which Rhaegar was unlikely to be willing to do, and the damage of Rhaegar having ran away with and impregnating Lyanna who was betrothed to Robert, slighting the Starks, Baratheons and Martells would still be here and a terrible precedent.
