As a physician :

Yes, he could produce an heir with beans but no frank.

Prostatic massage could generate ejaculation from an intact urethra in an otherwise abbreviated phallus. We harvest sperm from quadriplegics basically by shoving a cattle prod up their ass to do this. Not sure to what extent someone in Westeros would know how to do this, maybe in a pillow house?

Would a heated poker in the rectum achieve the same effect?

I think it would be very disappointing if Theon's arc concluded with him getting the lordship of the Pyke. Not only he came to view himself very differently in ADWD and realize the true worth of his friendship with Robb, he's not fit to lead anyone and especially not the Ironborn. His time with Ramsay doesn't magically "fix" the disconnect with the Ironborn culture that was born out of him being raised at Winterfell and which lead to him winning no friends or respect at the Iron Isles. And it would be even harder for him to get the Ironborn to support him now that he has been "broken". They are not the kind of people that value inner strength and bravery and would give Theon support for being an abuse survivor. They would most likely view him as a weak emasculated creature who is worth even less than when he came to the Iron Isles because at least then he was proficient with a weapon, despite that weapon being a bow. Theon's own father belittled him for wearing jewelry and fine clothes and compared him to a woman for it, which is a huge insult in their culture. Do you think the Ironborn would want a man who was a prisoner and a toy of a notorious sadist to succeed the Greyjoy brothers? I don't buy it.

The way I see it, Theon's purpose in the story could be either making way for a new Kingsmoot where Asha could win or dying to advance another character's story.

Just did some searching, which I will probably regret as it's now in my search history, but...

"Because the testicles produce male hormones, men who have lost both of their testes may experience a reduction in sex drive and difficulty in getting and/or maintaining an erection."

So, not impossible. But as we all might expect, having children without at least one of them is impossible.
