The same reason why Davos was chosen as Castellan instead of Axell, is why Storm had replaced Axell as castellan. Axell was demoted, and is now styling himself as Hand of the Queen. Rolland is probably dead and DS is almost certainly taken. Remember that KL is a major port. You really think people would miss the stag on the banners of DS? Axell understands right and wrong as little as he does war. If Stannis is going to place someone who is likely going to be out of communications for long durations of time, he needs someone he can trust. Feast and Dance are two sides of the same story. Well before Storm is said to fight at the siege, he should have recieved a letter about mining Obsidian. The letter was sent at the end of ASOS, and should have arrived well before the events on Dragonstone as told in Feast. Stannis also makes it clear that he knows full well that the castle might soon fall, but he needs that Obsidian. Dragonstone may or may not be taken. Jaime takes Riverrun after Dragonstone is said to have fallen. But just a few pages earlier LF already hears that Riverrun is fallen, and yet claims that Dragonstone still holds for Stannis. The story of Loras's injuries, and Loras searching the castle also don't match. If Storm is thinking about the overall objective, he knows full well that Stannis does not plan on keeping the castle. He does, however, plan on using the Obsidian. The correct choice would be to give up something that is already considered lost (Dragonstone), and save something that is needed (Obsidian). So hopefully, when Loras comes and asks Rolland how they can settle this thing ASAP, single combat or bloody battle, Storm should have offered a third option: A ship for a castle.
