I don't think that being a squire is only about learning to fight but for a person in Bran's positions its also making contacts, getting known and learning how to one day, perhaps, rule his own lands or be ready to be Robb's heir and behave in fine society. As such both King's Landing, Riverrun and White Harbor are indeed good places for him to get his education during his formative years, and places where useful contacts can be made.
