He's always been more focused on doing his job well than on trying to move up. I wouldn't entirely rule out his being king by the end (I suspect he's 3rd in line for the Targaryen supporters), but he won't seek it out. He would have to be approached by others, and in that case he would probably only accept if all the other options were clearly worse for the realm.
