Well, can you mock a person without speaking loud? The person mocked should be aware you are are mocking him/her, otherwise it isn't a mockery.

There was this one scene where Theon tells Ramsey that Sansa saw him and Ramsey make Theon believing that he will torture him and Theon ask for forgiveness.

It's not the scene where Theon tells Ramsay that Sansa saw him.
