Because Daeron I never had a queen, Baelor didn't have a queen, Viserys didn't have a queen.....Aegon IV and Jaehaerys II are the only candidates to have Targaryen queens with children if Rhaella isn't included. Yes..... if you had kids with the king, I think. If you were still alive when the king died, you would have the title of Dowager Queen. But basically, my opinion is that she isn't a queen anymore because she isn't married to a king anymore. Even annulment doesn't change the fact you were a queen at one point. Henery VIII annulled three of his marriages, but history still counts these women as queens.
