Penny never feels sorry for herself. She likes being a dwarf. I think she is becoming very important in terms of changing Tyrion's outlook on life. Penny is my least favorite character ever, but definitely not because she's useless, but because she's annoying and all those things the OP already said. For me, useless would be some background character that we see all the time but has no impact whatsoever, in any scene, in the grand scheme of things or whatever.
