I gave this explanation for Marg: Margaery: close to making the cut, but latching onto power is not the same as wielding it The same can be said about Cersei and Jeyne. I wanted to include characters who rose to power by their own qualifications, and not through regency or marriage. Good questions though, I should have made the distinction in the OP.
