Petyr was the lowest of lords and being fostered at Riverrun to one of the Highest Lords made him super ambitious enough to reach the status of a High Lordship. He saw how prestigious it was, and Brandon Stark ruined it for him. Being moved around and excelling at $$$ earned him a spot at the Small Counsel in KL there he switch his ambition towards being a KING!!!! Littlefinger is an awful plotter. He's compulsively driven to tell everyone how much smarter he is than they are, and is always exposing his own plots out of a desire to show off how superior and smart he is. It is sort of miraculous that he has lived so long and achieved so much in a world where birth and lineage means about 90-95% of Everything and he is sort of low born.
