Who is Tommen's rightful heir?

In my country, Spain, that happened with the Habsburgs. They ran out of heirs.

True enough, though the Habsburgs were exceptional in many ways, and the end didn't exactly sneak up on people. Additionally, by Westeros custom Maria's Lorraine sons would have just adopted the name Habsburg. (Edit, which they kind of did.)

Branches of the House of Habsburg still existed though and Charles VI made a claim with the Grand Alliance behind him.

House Baratheon is older than the dynasty of the Spanish Habsburgs, it would be weird for them to not have branches that can make a claim if they didn't have any immediate heirs within that branch.

Actually, they did. Kind of.

But the main problem is there...the Baratheon House is really at an end, right now. If Stannis does not survive the series (likely) and Shireen dies, House Baratheon is extinct. Unless the twincest is not revealed, and both Tommen and Myrcella carry out the name.
