I would venture that the entire first part (about the reign of the Targ kings, and most of the regions overview) were entirely written during Robert's reign, and only the later parts during the reigns of Joffrey and Tommen. For some reason I took it as it was some after these events, which would've confirmed that there wouldn't be any future targ king and that meteor wasn't gonna impact.
