There have been consistently dragons that laid eggs and dragons that simply did not. But the thing is… there's no sexual dimorphism, so the only way to know if a dragon is female is when it lays a clutch of eggs. It would be fitting if Rhaegal turns out to be female. It could be that Balerion was male for the most of his life but transitioned into female for a few years and then back again. It could be the dragons mentioned by sex never transitioned at all. What is important is that dragons change sex. I imagine much like those African frogs in Jurassic Park they are male or female but can change gender if necessary for the continuance of the species.
