Rondo
It looks like all of the great buildings are old. The bricks around the cities are crumbling. What kept the masters from building when they had low cost labor?
Giant Ice Spider
Meereen is in pretty good condition (dysentery notwithstanding) Astapor & Yunkai do have slaves, but they seem to use them primarily for Unsullied (Astapor) and world-class prostitutes (Yunkai), both of which seem to be bloody expensive processes (especially the Unsullied, where most purchases are wasted). So, even though they seem wealthy, they may just have the wrong types of slaves.

They act like they're proud of their heritage but they don't maintain their city.

The bricks and blood that the old masters stand upon are crumbling, their focus is on the wrong object of importance. It’s the smallfolk that make the city what it is, not glorious money. aryagonnakill#2
It is explained that no one attacks these cities because that is where everyone sells their slaves to, plus if anyone attacked Astapor all the slavers would bring all the Unsullied to the cities defense. In Yunkai I imagine it is simply the first answer.

Its part of why the astapor masters were so unprepared for danys betrayal ..anyone who messes with one city in slavers bay messes with all of them (due to the family connections etc)and also makes enemies of all those who profit off slavery! Wages are only part of the cost of labor. Factor in the overhead from feeding and clothing the slaves. There is also the variable costs of raw materials. Which master family will pick up the check? Who will sit outside under the hot sun to supervise the construction. Really why bother. There's barely enough time to party. The great Joe Walsh said "Life's Been Good" and they were to.o busy having a good time. They were living it up. Why bother with worry. The future is the future. The Masters were enjoying wine, women, and song.
