I don't think so. GRRM once said, regarding Beric IIRC, that the blood no longer flowed in his veins. It is hard therefore to see how oxygen would do him any good by any normal means. Liquid water, at least the salt kind, must serve as some kind of barrier to Ice Wights, else the Wall would be an ineffective barrier against them.
