But in AFFC, we see that Arys takes his knightly vows seriously and is is really conflicted about breaking them. Wouldn't it be out of character for someone like that to laugh at the dismissal of a fellow Kingsguard knight, let alone someone as legendary as Barristan Selmy? An alternative is that he was laughing because everyone else was laughing in a sort of 'follow the leader' thing. Surely that must have hurt the most, Sansa thought. But I think what you suggest is the most likely answer. Character just hadn't been fleshed out yet. The first book has a lot of strange things though, that don't match up. This is the same chapter, where Joff asks for Doran Martell and "ALL OF HIS SONS", to show up to court and swear their loyalty to him. Not "BOTH OF HIS SONS", which is what the line should be. Ignoring that, neither of his sons is even his heir to begin with, so the line makes no sense all together. I think the acrobatics does start taking its toll in ADwD, but this is too little too late as really it should be impossible for Tyrion to do any of it in the first place.
