Garlan Tyrell is probably the best sword at the moment. If Sandor recovers from his wounds and regains his old skill level I'd say he's the best.

I'd put Jaime Lannister and the Hound as a tie when both were in their prime.

I agree. Daemon Blackfyre and Aemon Targaryen fit somewhere there too but hard to say would they be alongside AD & BS or JL and SC. Daemon might be along AD & BS and Aemon along JL and SC since it's said Daemon was better than Aemon. It's also possible that Daemon was Jaime and Sandor's equal and Aemon is slightly below them.
