No. He gave her one of two swords AFTER Joffrey died. It doesn't specify which, while he has been carrying another. There is no mention of Tommen ever touching a sword, wanting a sword or carrying a sword. And, yes, by the right of inheritance Widow's Wail is Tommen's, but Brienne has it. Widow's Wail can be with Kettleblacks. Tommen is not using it. Only a Lannister would use it and the only sword user at the moment is Jaime. Does not matter if Tommen is young the sword is with him. The Kettleblacks are to lowborn to care it. It isn't his and the blade is Baratheon family sword.
