The Mountain obviously had the biggest biceps and the biggest muscles, period. Robert Strong therefore must have the biggest biceps, too, though I wonder if they will atrophy in time, what with him being technically dead and therefore unable to consume more energy in the form of food and build up muscle through action...but I guess Qyburn's skills will keep his muscles the same as they were at the time of his death, with no deterioration.
