Why didn't Robert denounce House Lannister for their crimes in King's Landing?

But who actually ever mentions it, apart from a, Ned, b, Daenerys and her allies and c, the Dornish? Except perhaps in the context of why the Dornish are pissed off. Who actually says that Robert's regime is tainted by this?

Robert himself doesn't seem to be embarrassed about it outside of talking to Ned about it, and he's embarrassed there because he knows Ned disapproves and Ned is his oldest living friend. Barristan, well, we don't really know how he feels about it until he's been fired by the Lannisters and joined group b (as far as I recall). And in any case, these are largely private or internal reflections: publicly, there doesn't seem to be any damage to the regime's reputation.

Only when he needs them. For the previous fifteen years he didn't bother.

I think there's certainly some feeling among those concerned with honour and chivalry that this was not an honourable or chivalrous thing to do. And there's certainly a desire from the wronged parties for revenge. But to call it a 'constant embarrassment to the regime' is much too strong.

Tywin does that because Tyrion promises that to Doran in exchange of political support. What was the Dornish response to Tyrion and latter to Tywin himself?? We don't want the dogs who did it but the head who gave order. 

Tommen, Ned's and yadda yadda deaths could only be avoided if the rebels were to punish Tywin. Which you have yourself argued it's pretty impossible.

It's impossible that some people don't care about it, Rhaegar was pretty beloved. Regardless, now that the Targs are back in the political table and are set to take back the throne, we'll start seeing people "caring" about it.

That’s the sad thing.  The people who suffer (Tommen, Myrcella, perhaps Margaery and her cousins) will be entirely innocent.
