The only organization that doesn't follow this way is obviously the Iron Bank but so long the Throne kept their payments steady, they wouldn't get involved in foreign internal matters. They did but there is still a knock on from other lenders and rep for borrowing in future In this case though we are talking tywin vs roberts debt so all robert has to do is reassure the other borrowers that this is s personal/king matter nothing to do with solvency (if anything if hes crafty hel use the cash saved on repayments to tywin to boost his paybacks to those banks thus reassuring them AND settling those smaller loans faster!!!) Moreover, it is in Renly's best interests to delegitimize Joffrey seeing how Joffrey currently sits on the throne and has stronger base of support with Tywin's backing. None of Renly's lords are going to be okay with usurping Joffrey, but oppose it when it comes to Stannis. It's royal politicking bread and butter, even if he cannot get Robert to put Cersei aside it still benefits him, spreading Tyrell influence at court still strengthens him and diminishes the Lannisters. Robert is going to make Jaime the Warden of the East, with his favoured mistress whispering in his ear perhaps such an appointment could go to Garlan Tyrell etc and so on.
