Probably bannermen. Maybe they helped Darry and the kids to Braavos and then came back to Westeros and lost contact with Willem. The Rosby's have a reputation for ill health and Gyles seems to have been sick for years. Certainly Cersei wouldn't as she wanted Gyles as her puppet. Not 100% certain though.Corroborating this, Pycelle confirmed that he "did his best to easy his passing", which implies that Gyles was under the care of Pycelle, i.e. at King's Landing.
