That would make a sex scene between him and Margery a portrayal of pedophilia, which Natalie Dormer would be rather foolhardy to do. We'll see whether Tommen looks old enough this year to eliminate the pedophilia angle. If one of the characters mentions his last nameday - sixteenth or seventeenth - you can bet the enjoyment will be physical. Natalie Dormer is an actress, if the script says Margery and Tommen consummate their marriage, she'll act. It's up to the producers and HBO legal department to make sure such a fictional scene doesn't violate the laws of each and every country in which such a scene would be broadcasted. And since Tommen looks like he's able (as in, physically old enough despite the viewers sensibilities) to have sex with that hot wife of his, I do wonder how, or if, the show would go around it. If the showrunners want to suggest or even show a sex scene between Marg and Tommen (whose actor is 17), nothing can forbid it. I think it's easier to make them consummate the marriage. Cersei can still frame Margery for infidelity - or they are framing Loras for gay instead, but why would anyone be scared of that?
