He also had to deal with the possibility that he, not Tywin, would be viewed as the aggressor. Take out what we know Tywin actually did, and a Tully kidnapping a Lannister in the Riverlands followed by a Tully massing an army on the Lannister border might appear pretty aggressive to non-readers of ASOIAF.
