markg171
"Honour" kind of makes me cringe, apparently blood for blood is honourable or something, but neither Ned, Davos, or Baelor seem the type to kill random members of a family to make up for the ones they've lost, so none of them, really. Rhaegar kidnapped Lyanna, yet Ned fought a war against Aerys... Brandon's the one who actually did the sensible thing in calling for Rhaegar's head. markg171
Eh, Baelor Breakspear was simply trying to even the odds for Dunk by joining his side. Aerion's trial by seven was completely unfair to begin with, and then he called up the KG (the best knights in the land) against a young hedge knight from Flea Bottom. Baelor's plan simply made it a more manageable fight...and as we see, he dies fighting for the right cause, even though he was a great prince and Dunk was a nobody. However, I could easily see Davos or Ned doing the same, which is why I could not being to choose between them. Good Guy Garlan
Baelor, hands downRegardless of his good intentions, Ned tried to bribe the City Watch to stage a coup, tampered with Robert's will, and falsely confessed in front of the cityDavos used to be a smuggler, and he betrayed his king by smuggling Edric Stone away from Dragonstone
Mithras
EDITED: Breakspear... Ned made some compromises, Baelor didn't. Well, he exploited the fact that the KG fighting for Aerion could not harm him during the trial. Lyonel asked whether that would be chivalrous. As for the OP, these three are the best. Can't pick one over the others.

Light a wight tonight
In the words of that famous social philosopher Jaime (Goldenhand the Just) Lannister: "Honor is a horse". Honor got Baelor Breakspear and Ned killed and only the fact that Manderly and Stannis had a common enemy prevented Davos from sharing their fate. Light a wight tonight
Rhaegar kidnapped Lyanna, yet Ned fought a war against Aerys... Brandon's the one who actually did the sensible thing in calling for Rhaegar's head. Aerys called for Ned's head after killing Brandon and Rickard, plenty of reason for rebelling. OTOH, Brandon only called Rhaegar out to fight for his life, not for Rhaegar's execution.
NOT A TARG I SWEAR
Rhaegar kidnapped Lyanna, yet Ned fought a war against Aerys... Brandon's the one who actually did the sensible thing in calling for Rhaegar's head. Ned fought a war after Jon Arryn initiated it following Aerys calling for the heads of Robert and Ned. This was also after Aerys burned Ned's father and brother. It was not primarily a retaliation against Rhaegar, although that probably helped fuel Robert's motivation in it. This was absolutely an effort directed towards the right person.
Liaraeyne
They're all honorable, but I'm going with Eddard. Baelor imprisoned his sisters just because of how they had been born (women). Davos is an honorable guy but he was a smuggler.

King of the Rock
Breakspear died protecting a hedgeknight against his own family because Dunk honored his vows as a knight. Ned died forsaking his honor. Davos, obviously, was a smuggler.
King Brandon Ice Eyes
EDITED: Breakspear... Ned made some compromises, Baelor didn't. Why was Ned incredibly stupid? All three are very decent men and that is all that matters. Ned and Davos faced more difficult decisions as far as we know and that made them take more questionable actions. Mladen
Why was Ned incredibly stupid? IDK, saying Cersei what he knows without actually securing himself and his family is a big thing. Trusting LF is another... Being decent and being smart are not synonyms.

Yet they didn't try and fight Rhaegar, or find Lyanna, until the very end
