He reserves the right to change his mind.  I have little interests in Westeros because most of the characters I like are in the East.  That will obviously shift when Dany and friends go to Westeros.

The Summer Isles will become valuable real estate when winter hits Westeros and Bran's wights start killing people.  Maybe Dorne and the southern part of the Reach will remain unfrozen.

If things 'go south' and the Long Night doesn't end, come book 8 and there'll be a new and interesting attempt to colonise Sothyros!
