We simply don't know enough about him; all we have are second-hand anecdotes, and exaggerated, fawning memories. We never knew him properly, so to say he'd make the best kind EVAR is... well, it's a bit silly. Same goes for Arthur Dayne. Ned would be a good king as far as the 'figureheadedness' of it goes because he was well liked but he would've taken his job more serious than Rob. Morality is not for a king. A king should be Pragmatic. Renly was courtious and pragmatic (he didn't care for morality aka stannis should be king before him), Ned was Moral...and that led to him being naiv, stupid and dead. Stannis is pragmatic as hell, and as varys says, a just man is a dangerous man. Stannis is a critique, and that helps him. A king must understand his subjects, and their feelings. Some houses do all of that and more, we just hear more about the Targaryens cause they are a major focus in the story. Many houses who have thousands of years of history and ancestors had Lords and Kings who engaged in "madness, incest, more madness, and more incest" and than some.
