Therefore we should give him an IQ test to see if it qualifies him as mentally handicapped and therefore has diminished responsibility. Further, his continual headaches (possibly caused by a blow to the head/gigantism/underlying medical condition) and abuse of milk of the poppy suggest damage to or chemical inbalances in the frontal cortex which may have rendered him unable to suppress his actions, particularly in emotionally charged situations. If these are the cases he definitely has diminished responsibility. Further to this, I think we should look into potential abuse when he was a child and also his exact orders from Tywin Lannister, as Milgram experiments may further suggest diminished responsibility in this case.
