He writes mostly what he thinks is the truth (a good deal based on torturing Mance), except the part about winning outright. It is not over and he is back behind the castle gates - a desperate man. Roose is dead, the Northern Lords have turned on him so he is now clutching at straws, trying to get the wildlings to stir things up (not the NW) and just banking on the northerners opposing them as they would traditionally. He is finally coming to realise he needs a whole bunch of important hostages because he doesn't have any - he stupidly killed the highborns he captured. He just does not grasp how the game is played.
