Myshkin
MLB and MLBPA have agreed on a slew of rule changes, the biggest of which are eliminating the Aug waiver trade deadline (starting this season); expanding rosters to 26 players (starting next season); and a 3 batter minimum for every pitcher, unless they close out the half inning without facing 3 batters (starting next season)

Not sure I like that one...though I thought I saw something that it'll pertain to extras and maybe playoffs...? But what happens when your guys comes in in the botttom of the 9th in a close game and throws 8 straight balls...you still have to leave him in for one more... I guess now I can’t be mad at Boone for leaving Betances in for too long when he does exactly this. Ugh
DMC
I think the 3 outs rule is incredibly stupid. And arbitrary. What happens if the pitcher is injured? A lot of times that might mean they'll be fine in a couple days but need to work something out. But now, they gotta be put on the DL. Yeah, just so so stupid and no thought at all. I'm also concerned about the 26 players increase. I'm fine with that, but it seems to be MLB's way to lower the 40 man roster. And, NO FUCK YOU! Only reason they want to do that is to save money so they can continue to grossly underpay minor league contracts. The MLB needs to be seriously counteracted in their efforts to marginalize their own players. It's morally abhorrent.

Or can the roster have 40 men but then it has to be whittled down to a game day roster of only 28 who are available? Is it three outs or until the end of the inning? Or can pitching changes still happen in inning? This shit is so confusing.

It will now be a 28 man roster to chose 26 players from. When confirming this, I came across this MLB article: Quote But now, the 40-man roster is done: Starting Sept. 1, the roster limit will bump from 26 to 28. The whole article is rather sickening. The writer is trying to laugh off the MLB's obvious money grab and it's just the most blatant corporate shill-ery.

This shit is so confusing. Whoops, sorry for the double post. It's EITHER three batters or until the end of an inning. So if a guy comes in with 2 outs and gets the next guy out, he doesn't have to come in for two batters the next inning. Hope that helps.
Bronn Stone
The thing about the 40 man roster is unclear. I suspect the 40 man roster will stay in place for Rule 5 purposes and other contract related things. I believe/hope the change they are talking about is that you can no longer bring up the entire 40-man roster in September.
Pecan
These are some pretty big changes. Can't say I'm happy about the 3-batter rule. While there aren't that many true lefty specialists out there, I'm a fan of that role in the bullpen and don't like seeing it go away. Basically, it seems to me that you're taking a weapon away from the manager. The limit on pitchers might work out well though.

It clearly is the bolded, or at least that's been what's widely reported - see here, here, and here for the top three google results. As for whether they'll keep around the 40 man for the Rule 5 I don't know, that's a pretty good question. I suspect not, but the union should have raised such an issue, because it would fundamentally change the nature of the Rule 5 if you could only stash, like, three players tops. Actually will make the Rule 5 much more interesting to follow.

What if a player has a legit injury, but it's something like muscle cramps that can go away pretty quickly? Putting them on an automatic DL if they come out seems like it'd cause the opposite problem, of players staying in when they shouldn't and getting more seriously injured. Seeing as it's the MLB and they're trying to fix problems that aren't truly problems overall, all in the name of bringing fans back and growing the product, yet they continue to blackout games keeping people from actually consuming the product...is it supposed to make sense? Yep, and while Bronn mentioned it, it should be emphasized that the 7-day DL is specifically reserved for concussions, and one of the changes they're making (this isn't new news) is reverting back to a 15 day DL rather than a 10 day. That means if a pitcher has something funky going on before they finish an inning - which happens rather frequently - the team will have to be without him for 15 days which is a lot for a bullpen guy or risk more serious injury for a pitcher. That's creating a problem, not solving one.

That's creating a problem, not solving one. The clubs have demonstrated their willingness to fudge injuries when it is to their benefit. This must be taken in to account in a new rule. I have no problem at all forcing a team to intentionally walk one, two or three players if they believe the DL visit is overkill. They forced the league to act with their unethical behavior. Whiskeyjack
Could be wrong, but I'd be very surprised if the 40 man roster was out. That would change baseball in significant ways that go beyond the things contemplated by these new rules. I think this specific change is limited to implementing a cap of 28 players in September.
